Founding Partner

Peichen Tsai, Esq.

Peichen Tsai graduated from the Finance & Economics Law Division of the Law Department of National Taiwan University in 1997. After graduation, she passed the national exam & interview to become an Investigator for the Control Yuan (Taiwan's Ombudsman Office), investigating corruptions, unlawful action, or misconduct of governmental agencies, or officers under the direction of Members of the Control Yuan (Ombudsman).

In the year of 2000, Peichen transferred to the Overseas Community Affairs Council to serve as a Legal Specialist in charge of drafting, reviewing, and implementing laws and regulations—and also drafting contracts of government procurement as well as participating in the procedure of tender. Due to becoming a licensed attorney during her service for the Control Yuan, Peichen determined to move to the private practice sector only after having honed her knowledge & skills as a government attorney.

Caroline Houng , Esq.

Caroline graduated from the Division of Economic and Financial Law of the Department of Law, National Taiwan University (LL.B 1998). She passed the bar exam in 1998 and started to practice law in Taiwan. Caroline was an associate of Tsar and Tsai Law Firm from 2000 to July 2001 and pursued her LL.M. degree in New York University (LL.M 2002). She was admitted to the Bar of the State of New York in 2003. She came back to Taiwan and worked at a Taiwanese leading law firm, Lee and Li, Attorneys-at-Law for 12 years, at the Corporate Investment Department. Her practice areas include: foreign investment in Taiwan, corporate, cross border transactions, M&A, joint ventures, trade law, labor law, and related dispute resolution.

Yuyun Huang, Esq.

Yuyun has expertise in taxation and commercial matters. After receiving her bachelor degree of laws from National Taiwan University (NTU), Yuyun pursued her master’s degree at the Financial and Tax Division of NTU Graduate School. Yuyun had studied in Europe during her graduate study. She went to Vienna University of Economics and Business in Austria and the Vrije Universiteit Amsterdam in Netherlands. Yuyun passed the Bar Exam in 2006 and thereafter worked in PwC Taiwan and PwC Legal  gaining experiences in negotiating with tax authorities and assisting clients to obtain favorable administrative appeal decisions, e.g. administrative action for recognition bad debts losses, administrative action for avoidance of restriction of exit, etc..

Yuyun had also handled a wide variety of cases for her European and American clients while working with Eiger Law Taipei office. In addition to drafting and reviewing English and Chinese commercial contracts, she also dealt with cross-border disputes, e.g corporate reorganization for a famous toy company, VAT and triangular trade consulting for an European trade office in Taipei, expatriate’s tax consulting for several American and European companies.
